Actions taken on your neighbourhood priorities and general updates

Cobham



You told us:
At the Cobham Police Panel Meeting held in June the local Cobham residents asked Police to continue to deal with youth disorder in the area.

We did:
The Schools break up this month so we will be focusing and engaging with the local youths to help prevent rowdy nuisance behaviour and prevent crime. We will be using the newly formed ‘CODS Youth Action Group’ to put on events and activities to help focus the minds of the young during the school holidays. Please see the column to the right for events and activities.
Over the past month we have made several arrests to continue to disrupt youth social disorder and have placing on of the main problem youths on an ASBO. This has already had a great effect.

Other Youths have been placed on Acceptable Behaviour Contracts (ABCs) and one youth on a Family Contract. If they break these contracts we can take further action against them and their parents. We have also sent letters to 14 parents of problem youths. We have carried over 30 Stop and Searches of problem youths and have conducted more high visibility patrols in key areas, and moved youths on when they are causing a nuisance.

Oxshott



You told us:
Residents of Oxshott attended the Oxshott Police Panel Meeting in June and raised concerns with issues of speeding on the A244 leatherhead Road in Oxshott

We’re taking action:
We are asking drivers and their passengers are being warned to take extra care on this road and be aware of the school children from the local schools.

We have been working in conjunction with the Neighbourhood Road Specialist Officer as well as the Surrey Police Roads Policing Unit, partner agencies and Community Speedwatch. We are working together to tackle your traffic issues by using high visibility speed enforcement and education, and to date no vehicles have been recorded speeding.

Downside



You told us:
Residents of Downside raised concerns with issues of speeding and traffic offences on Downside Bridge Road, and specifically at the location of the local school and drop-off and pick-up times. This will be assessed on the 21st of this both at the Downside Police panel meeting.

We’re taking action:
Drivers and their passengers are being warned to belt up on every journey in a renewed road safety crackdown by Surrey Police and Surrey County Council. As part of the year-long Drive SMART campaign to tackle anti-social driving, motorists are being reminded that they are putting themselves and others at risk of death or serious injury by failing to wear a seatbelt or by speeding. We endeavour to show motorists the error of their ways by raising their awareness about road safety and the consequences of not wearing a seatbelt. However, we will not hesitate to issue a £60 fixed penalty notice if this is deemed to be more appropriate.

We are working together to tackle your traffic issues by using high visibility speed enforcement and education, and to date no vehicles have been recorded speeding.

Stoke D'Abernon



You told us:
Residents reported at the June Stoke D’Abernon Police Panel Meeting that you wanted us to continue to deal with speeding issues on Station Road in Stoke D’Abernon, and in particularly to pay attention to speeding vehicles to and from Cobham train station.
We're taking action:
We have been working with the Neighbourhood Road Specialist Officer as well as the Surrey Police Roads Policing Unit, partner agencies and Community Speedwatch. We are working together to tackle your traffic issues by using high visibility speed enforcement and education, and to date no vehicles have been recorded speeding.

Community Speed Watch

Do you have a concern about speed or anti social driving in your community?

Do you want to make a difference?

Community Speedwatch schemes are run locally by volunteers supported by Surrey Police. Their aim is to re-educate drivers about the dangers of speed, as well as addressing the concerns of inappropriate speed, improving quality of life for local communities and a reduction in traffic noise and pollution.

Motorists who exceed the speed limit on rural and urban roads are often unaware of the impact their actions have on communities and other road users to the dangers they are exposing to themselves.

By working with the police and local authorises, residents identify areas of concern and are given full support in setting up and managing a Community Speedwatch scheme in their neighbourhood.

What you will need

• At least six volunteers who can contribute a minimum of an hour a week. One volunteer to act as a co-ordinator.

• Attend a training session which will include training on how to operate the equipment and training in conflict and health and safety.

• Have good eye sight aided or unaided

• Be able to stand at the side of the road for a period of time.

Drive SMART

The Drive SMART campaign (currently operating throughout the county) aims to educate drivers on how to keep Surrey’s roads safe and crack down on people who drive in a selfish manner. Park SMART is part of this campaign and aims to inform motorists about current parking regulations and encourage sensible parking.
By respecting the Park SMART principles you will help to reduce inconsiderate and dangerous parking which causes all sorts of problems, including the obstruction of emergency service vehicles attempting to reach the scene of a fire or an accident.
The Traffic Management Act has made parking enforcement more transparent and fairer to motorists. With a few exceptions, enforcement of the parking regulations is the responsibility of Elmbridge Borough Council acting on behalf of Surrey County Council and Penalty Charge Notices are issued by their employed Civil Enforcement Officers.

Police officers now have only very limited powers to deal with illegal parking where on-street parking regulations are in force and as such, in most cases any enforcement will be carried out by Civil Enforcement Officers. However, Police officers retain powers to act in the following situations:

When normal access is obstructed by an illegally parked vehicle, for example across a driveway or in front of a garage.

When a vehicle is parked on the pavement and causing an actual obstruction in an area where there are no parking restrictions.
On pedestrian crossings and their zigzag markings.

When a parked vehicle contravenes the double white lines system.

When drivers ignore temporary ‘No waiting’ cones during the course of special events.

When illegal parking occurs on certain high speed roads and clearways on which local authorities have no juristiction.

Welcome to our update for JUNE 2010.

ASBO for Cobham Youth


A Cobham youth has been given a 2 year ASBO for continued crime and disorder in the area. The local Safer Neighbourhood Team have worked closely with partner agencies trying to help keep the 15 year old on the right track, but sadly this has not had the desired effect, so the only option open to us was to place him on an ASBO. This runs until 18th May 2012.

We are not allowed to publish the youth's name online, due to his age, but we will be delivering a flyer to people who live in the immidiate area to give them more details about the ASBO, and how they can help us to enforce it.


Cobham



You told us:

I am very happy to tell you that 2 New Police Community Support Officers (PCSO) have starting working with me. PCSO Stewart Winch will be the PCSO for Oxshott and Stoke D’Abernon and PCSO Chris McCormack has joins us as the new community officer for Cobham & Downside. They are very strong, committed and capable officers and will benefit the community greatly.

Welcome to our update for May 2010.

I would like to thank those of you who attended one of the four Police Panel Meetings held in March, in the areas of Cobham, Oxshott, Stoke D’Abernon and Downside. Below are the neighbourhood priorities which you have ask me to concentrate on over the coming 3 months.

Cobham


You told us:
Local Cobham residents asked Police at the March Cobham Police Panel Meeting to deal with the rise in Youth Disorder in the area, including dealing with youths responsible for causing damage and stealing from parked cars.

We did:
There is a group of around 20 youths that have been causing problems in Cobham. Over the past month we have:
Made 11 arrests (all youths):
5 youths suspected of involvement in the theft of and from motor cars
3 Arrests in the theft of a motor scooter
2 Arrests for criminal damage
1 Arrest of a Youth for public order
Placed four youths on Acceptable Behaviour Contracts (ABCs) and one youth on a Family Contract. If they break these contracts we can take further action against them and their parents.
Asked for an ASBO for one youth
Sent letters home to 14 parents of problem youths
Carried out over 30 Stop and Searches of problem youths
Conducted more high visibility patrols in key areas, and moved youths on when they are causing a nuisance

Downside


You told us:
Residents of Downside attended the first ever Downside Police Panel Meeting and raised concerns with issues of speeding and traffic offences on Downside Bridge Road, and specifically at the location of the local school and drop-off and pick-up times.
We’re taking action:
Drivers and their passengers are being warned to belt up on every journey in a renewed road safety crackdown by Surrey Police and Surrey County Council. As part of the year-long Drive SMART campaign to tackle anti-social driving, motorists are being reminded that they are putting themselves and others at risk of death or serious injury by failing to wear a seatbelt or by speeding. The Crime Reduction Officer conducted a high visible Speed Check and found only one vehicle exceeding 40mph. The highest speed recorded was 46mph, and there were no parking offences.

Stoke D'Abernon
