Actions taken on your neighbourhood priorities and general updates

THAMES DITTON

'You said . . '

The Neighbourhood Team should focus their patrols on Albany Reach and Ditton Reach in anticipation of an increase in riverside anti-social behaviour during the summer months.

'We did . . '

The Neighbourhood Team has been patrolling the river on a regular basis in recent weeks in line with our commitment under Project Kraken. Project Kraken is an initiative aimed at preventing the use of Surrey waterways for terrorist activities. The project is used by 90% of coastal forces in the UK to protect the maritime environment, and our patrols, whilst primarily targetting anti-social behaviour, also involve increased vigilance for other criminal activity on the river.

***There is currently no known terrorist threat involving the river Thames, however it is directly connected to the sea (through London) and could be used for smuggling weapons, people or drugs into the UK. The Thames provides 90% of Londons drinking water, so (along with the local reservoirs) could be targeted for a a poisoning incident. The Thames could also be used to launch a terrorist attack on high profile targets, both in London (Parliament, 02 Arena) or Olympic venues such as Dorney Lakes in Windsor (rowing venue).
The Thames could also be used for terrorist "team building" or training activities***

The Neighbourhood Team has been a high visibility presence at recent significant events along the river and the vicinity such as the Thames Ditton Skiff and Punting Club Regatta and the Hampton Court Flower Show. We will continue to show our support for all our river events throughout the summer.

The Neighbourhood Team has been liaising with the Environment Agency and will be continuing to support our colleagues in enforcing the by-laws that govern river activities such as fishing and camping.

On Thursday 24th June Richard and Nigel (with the assistance of West Molesey Community Support Officer Eamonn Bates and Oxshotts Stuart Winch) seized an incredible total of 83 bottles and cans of alcohol from a group of approximately 40 underage youths in Albany Reach. This sort of police intervention sends out a strong message that underage drinking and associated anti-social behaviour will not be tolerated, and thankfully this type of haul has been rare this summer.

OTHER NEWS IN THAMES DITTON

Theft of pedal cycles continues to be one of the biggest problems in the area, but on Tuesday 29th June Richard and Nigel produced some more fantastic work in detaining two young men from Hounslow who had attempted to steal two bikes from Summer Road Crossing moments earlier. These two young men were seen by a member of the public attempting to steal the bikes before making off towards the nearby railway lines where they would potentially have caused significant hazard to pursuants. However, the swift and timely intervention of our PCSOs not only ensured the successful capture of these thieves but also prevented a dangerous situation developing.

LONG DITTON

The local policing team should focus their patrols on Woodstock Lane in response to a number of incidents of criminal damage, trespassing, fly-tipping and threatening behaviour that have occurred in the road in recent weeks.

'We did . . '

The team continues to carry out high visibility patrols of Woodstock Lane and Surbiton Golf Club in particular in an effort to prevent and detect offences, and these patrols have been supplemented in recent weeks by the presence of our traffic colleagues who have adopted Woodstock Lane as one of their default sites for stop checks and enforcement.

Surbiton Golf Club have now installed their own security committee and hold regular meetings to discuss security and crime prevention. The inception of this committee was at the suggestion of the local neighbourhood team, and it is hoped that the increased general security awareness among staff at SGC will help to make the club a harder target.

***UPDATE - With regards to instances of criminal damage and threatening behaviour it is probably fair to say that these type of incidents are significantly fewer in recent weeks. However, we are still experiencing instances of trespass at the golf club and fly-tipping in Woodstock Lane despite the increased police presence provided by not just the local team but also the Roads Policing Unit, who have been supplementing our own patrols in recent weeks. There have been some positive developments recently in terms of parental support for tackling the trespassing issue (which is almost exclusively perpetrated by young offenders) and the local team will be continuing to focus our patrols on this location until a significant improvement is seen***

OTHER NEWS IN HINCHLEY WOOD

On Thursday 24th June a road accident occurred whereby a vehicle collided with a traffic island on the Portsmouth Road at Hinchley Wood. Police attended, spoke with the driver and noted that her speech was slurred, indicating that she may have recently consumed a quantity of alcohol. A sample of breath was taken, and indeed, the driver was over the legal limit. She was subsequently arrested for drink driving. This is a positive police intervention at a location that has recently been highlighted by residents as one of several local hotspots for speeding and dangerous driving. It is also a location frequented by school children on their way to/from Hinchley Wood Primary and Secondary Schools.

Another piece of good news was seen in the apprehension of a young man in Lynwood Road Recreation Ground on Wednesday 23rd June for possession of cannabis. This drug remains illegal and its use often leads to anti-social behaviour such as criminal damage. This young man was found near to a childrens play area, and this seizure took place around lunchtime. It is subsequently hoped that this intervention will send out a strong message that drug use in our neighbourhood will not be tolerated, but especially in a place frequented by young, vulnerable and impressionable children.

The team should focus their patrols on Ash Path, Thames Ditton Rail Station and the surrounding area in response to a number of suspicious incidents in the vicinity in recent weeks and an assault of a young man outside the rail station by a large group of youths.

‘We did . .’

A young man from New Malden has been arrested on suspicion of being involved in a series of incidents in which lone females have been followed, confronted and in some cases been victims of minor sexual assaults by their assailant. This man is currently on bail pending further enquiries.

Police have carried out extensive high visibility patrols of Ash Path, Thames Ditton Rail Station, and the surrounding woodland known as Ditton Common in recent weeks. These patrols will continue...

Elmbridge Borough Enforcement Team will carry out a clear-up operation in Ash Path, to remove graffiti, litter and dog foul in an effort to make the path a more pleasant route.

The Community Payback Team have accepted our nomination and have adopted Ash Path as a regeneration project. Community Payback is a scheme that deploys convicted offenders sentenced to non-custodial community sentences to work visibly in local communities.

***We continue to receive occasional reports of suspicious activity of a sexual/indecent nature in the vicinity of Ash Path, and as such the neighbourhood team continues to focus our patrols in this general area. The last such occasion was a report in Mid-June of an adult male (no detailed description provided) exposing himself on the footpath through Thames Ditton Golf Course, near to Station Road before running off when confronted***

Other news in Thames Ditton . .

The fishing season is upon us and the team has already received several reports of inconsiderate fishermen, illegal camps, litter and human waste at some of our beauty spot locations.
In responding to this issue, the team will be supporting our colleagues in the Environment Ageny in enforcing the by-laws that govern this popular pastime. Regular patrols of locations such as Albany Reach will be carried out, fixed penalty fines will be issued for littering, and the team will deal robustly with any anti-social behaviour evident in order that residents can enjoy these beautiful river retreats in peace.

On the subject of Albany Reach a safe was recently discovered in the water near to the Boating Club and this has since been confirmed as the same one stolen from JB Cards Newsagents Manor Road North Hinchley Wood in a ‘ram-raid’ style robbery a few weeks ago now. The investigation is ongoing but the discovery of this piece of evidence could perhaps be significant as it suggests a local person with intimate knowledge of this secluded river spot which is accessible only via quiet residential roads may have been involved in the original crime.

Other news in Long Ditton . .

The team continues to carry out pro-active patrols in locations that suffer from crime and anti-social behaviour. In Mid-June Richard and Nigel carried out a check on an unoccupied vehicle they deemed to be suspicious in Windmill Lane. Whilst carrying out the check they noted a small plastic bag containing a substance that was later confirmed as cannabis in the passenger seat and two persons returned to the vehicle as this discvoery was made. This fairly simple example of police community support officers using their local knowledge and instinct in identifying a vehicle that warranted further attention resulted in a drugs seizure and apprehension of two persons for possession of controlled substances.

In last months update we notified residents of the following suspicious incident . .

On a Thursday afternoon, a lone female school pupil was approached at the junction of Houston Road and Windmill Lane by a male. The male asked her if she would like to touch his genitals. The pupil declined and walked away. The description of the male as given by the victim is as follows:

BLACK MALE AGED 40
FIVE FOOT NINE INCHES TALL, MEDIUM BUILD
WEARING A BLACK TRACKSUIT WITH RUCKSACK AND HOLDING A MAGAZINE

***We have been advised that a man matching this description but with the additional features of “oddly shaped eyebrows” was seen to approach a three year old boy on the swings at Victoria Road Recreation Ground, Balaclava Road and ask to push him. Please be aware, and vigilant***

Other news in Hinchley Wood . .

Hinchley Wood has suffered from thefts of an unusual nature in recent weeks. Both the Primary and Secondary schools on Claygate Lane have had quantities of lead removed from the school building roofs and manhole covers have been stolen across the Dittons as have BT telephone cables (which have a high value copper coating). The telephone cable thefts have primarily taken place during hours of daylight in fairly prominent locations and it is likely that whoever is responsible has possibly worn the attire usually associated with road workers ie. high visibility fluorescent jacket, and has perhaps used a vehicle that resembles a genuine BT van to avoid any unwanted attention. Please bear this in mind and report anything you deem to be suspicious or not genuine.

We have asked Surrey County Council Highways Department to review the lighting in Ash Path and we are awaiting a response.

Elsewhere in Thames Ditton . .

A young man from Thames Ditton who has been responsible for several theft and anti-social use of motor vehicle offences in the recent past has had his motorcycle seized by police in Bankside Drive and been reported for various motoring offences. As a result of these latest misdemeanours the likelihood is that this young man will be disqualified from driving.


In Station Road police stopped two young men and searched them both. A substantial quantity of herbal cannabis was found on their persons and one of these young men has subsequently been charged with the offence of Possessing a Controlled Substance with Intent to Supply. The other youth was issued with a Fixed Penalty Notice for Possession of Cannabis. The 'supplier' here is a prominent local man who has not long been out of prison and so this is another positive police intervention.


Pedal cycle thefts remains one of the most significant problems in the Dittons at the moment. However, good news was achieved on this front in mid May. Three pedal cycles were stolen from a property in Church Walk overnight and the following day the victim saw one of these stolen cycles in the possession of a local man. Police on mobile patrol were flagged down by the victim who identified the cycle and rider to officers. Police stopped the man, - who was in company with two other men at the time, and, unable to adequately account for his possession of the bike, all three were arrested for theft. These three men are all currently on bail for the offence at time of writing.

Long Ditton

The local policing team should focus their patrols on Woodstock Lane in response to a number of incidents of criminal damage, trespassing, fly-tipping and threatening behaviour that have occurred in the road in recent weeks.

Police detained two males who were caught fly-tipping in Woodstock Lane South on Sunday 25th April. This location has long been a popular site for fly-tippers as it is remote and has no residential properties overlooking the road. These two males may have been responsible for other instances of fly-tipping so hopefully their detention and impending prosecution by the Environment Agency will deter them from committing further offences.

Elmbridge Borough Enforcement Team continue to work with the Neighbourhood Team to tackle fly-tipping and other anti-social activity at the location.

Letters have been circulated reminding Woodstock Lane residents of their responsibilities in line with their tenancy agreements.

The issue has been highlighted in our spring Safer Neighbourhood Team newsletter, to raise awareness among local residents.

The Police Control Room have been advised that this is a priority issue for local residents and that any calls to this location should subsequently be treated as such.

Officers from the Thames Ditton and Hinchley Wood Safer Neighbourhood Team joined up with the Casualty Reduction Officer for Elmbridge and Surrey County Councils Safer Travel Team to carry out a School Speedwatch at St Mary's School, Long Ditton on 18 May 2010.

The object of the exercise was for speeding motorists to be stopped by the Police and then given the option of being prosecuted or spoken to by a year 6 pupil about the fact they were speeding near their school. It also gave the children some perception of how dangerous it could be to play adjacent to a busy road where vehicles are speeding. A total of 23 drivers were spoken to about their speed.

We have been made aware that a number of Hinchley Wood residents have received calls from a company claiming to be a home security firm and offering advice on new and existing security systems. The company asks a number of questions about the resident's existing security arrangements and offers a home visit from one of their experts.

Trading Standards strongly advise that members of the public do not use firms that cold call.

Residents should be aware that when someone asks you when you are in or whether you have an alarm fitted, you are also telling them when you are out and what security measures you already have in place.

HINCHLEY WOOD

There is no current Hinchley Wood Priority.

LONG DITTON

The current Long Ditton Priority issue is increasing high visibility patrols in Woodstock Lane North and South in light of continued instances of damage, theft, fly-tipping and trespass at Surbiton Golf Club in particular (EL/10/1628 refers).

THAMES DITTON

The current Thames Ditton and Weston Green Priority issue is increasing high visibility patrols of Albany Reach and Ditton Reach Thames Ditton with a view to tackling the anticipated increase in anti-social beahviour at these beauty spot locations during the summer months (EL/10/5066 refers).
