Actions taken on your neighbourhood priorities

Our next panel meeting for Court Ward, held at the Longmead Centre, Epsom will be on Thursday 16th September 2010, starting at 8pm and our next panel meeting for West Ewell, held at the Harrier Centre, Poole Road, Ewell will be on Wednesday 1st September 2010, starting at 7.30pm. We look forward to seeing you at either of them.

You said previously the following issues were of concern:

- Problems with anti-social behaviour on the Longmead Estate
- Motorists causing a danger to pedestrians and speeding on Longmead Road
- Vans parking inconsiderately and causing obstructions on Hook Road near to the junction of Briane Road
- Thefts from the allotments behind Northcroft Avenue
- Criminal Damage on Church Road in West Ewell

We have:

- Increased high visibility patrols on the Longmead Estate and West Ewell
- Conducted traffic checks on Longmead Road in line with Surrey Police's DRIVE SMART campaign and conducted speed watch involving local school children in the area to educate over 50 drivers on Road Safety
- Issued a Section 59 Warning for anti-social use of a mini-moto on Tonstall Road
- Issued a Section 59 Warning to a motorist for anti-social use of a car late at night in the Blenheim Road Area

General update

SUMMER SECURITY

With the summer months now here it is very tempting to leave your house and car windows open – but that's the kind of invitation potential burglars are looking for.

Theft from sheds is always a possible issue in the summertime so they should remain locked when not in use.

THEFTS FROM ALLOTMENTS ON NORTHCROFT ROAD

We have been made aware of concerns from residents who use the allotments on Northcroft Road of thefts of chickens, and shed breaks in recent weeks. Acting Sergeant Catherine Hearn attended the allotments recently along with a representative from Epsom & Ewell Borough Council and the Chairman of the West Ewell Allotments Association to review security at the site.

Our Targeted Response Team has been tasked with conducting regular checks of the area and we are closely monitoring any crime that occurs.

Theft or damage of any sort is not acceptable and we will be aiming to prosecute anyone caught participating or assisting in this activity.

Blenheim High School CLASS

Over the middle of May, your Safer Neighbourhood Team has been visiting Blenheim High School to participate in the annual Creative Learning and Study Skills (CLASS) initiative aimed at educating students on issues such as community care, personal safety and anti social behaviour. These educational talks were well received by both students and teachers and we look forward to working with our local schools to help their students take care of their community.

Two-year ASBO bans teen from Longmead Estate

A catering assistant has been given a two-year Anti-Social Behaviour Order (ASBO) which bans him from entering parts of the Longmead Estate and from using specific obscenities.

Samuel Kilpatrick, 17, of Tichmarsh, Epsom, appeared at South East Surrey Magistrates Court on Wednesday, 14 April, where he was given a two-year ASBO. The Anti-Social Behaviour Order will run until 13 April 2012.

The prohibitions for the ASBO are that Kilpatrick is:

1. Prohibited from associating within the exclusion area with named people.
2. Prohibited from entering the exclusion area on the Longmead Estate in Epsom, including Hollymoor Lane, Lincoln Walk, Dorset Square, Rutland Close, Sefton Road with the exception of passing and re-passing on the outside pathway on Hollymoor Lane junction with Ormonde Avenue up to Longmead Road
3. Prohibited from behaving in a verbally abusive manner specifically using such words as 'F***' and 'C***' and/or behaving in a threatening manner by making hand gestures, squaring up to members of the public or making any threat to harm any person thereby distressing any member of the public in a place to which the public has access.
4. Being abusive to any police officer within hearing distance of any member of the public

Epsom Neighbourhood Specialist Officer PC Catherine Hearn said: “Samuel Kilpatrick has acted in an anti-social manner on the Longmead Estate in Epsom on numerous occasions and has persistently demonstrated he did not intend to improve his behaviour.

“I know the local community was fed up with Kilpatrick’s verbally abusive behaviour which is why Surrey Police and our partners have taken this zero-tolerance approach towards him.

“The two-year ASBO has been put in place to prevent any further instances of his anti-social activity and also to protect the local community on the Longmead particularly from witnessing and also becoming victims of his behaviour.

“Anyone who thinks they are above the law and can behave in an anti-social way, as Kilpatrick did, is very much wrong. Surrey Police will not hesitate to take robust action against anyone behaving in a similar way and the Epsom Safer Neighbourhood Team is not afraid to use all aspects of the law to keep our communities safe.”

Epsom Neighbourhood Inspector Ailsa Quinlan added: “Surrey Police is committed to tackling anti-social behaviour and we will take the appropriate steps against anyone who persistently affects the lives of those who live peacefully within our communities.

“Our partners are fully supportive of this ASBO in order to protect residents living on the Longmead estate and also the wider Epsom community. We feel strongly that local residents and the business community deserve to feel safe going about their daily business.”

We have:

- Increased high visibility patrols on the Longmead Estate and West Ewell to tackle crime hotspots.
- Used interventions to prevent repeat offenders committing crime and have worked with Rosebery Housing to issue a Family Behaviour Contract to a Rosebery Tenant.
- Conducted traffic checks on Longmead Road in line with Surrey Police's DRIVE SMART campaign
- We have been checking the parking in Ormonde Avenue and given out Fixed Penalty Notices to two vans which have been parked obstructing the pavements.
- Arrested a male on suspicion of Theft of Diesel after locating him in suspicious circumstances and he is currently on Bail whilst enquiries continue.

General update

Blenheim High School CLASS

Teenage Play Area

There is a new teenage play area constructed on the Recreation Ground off Chessington Road and Hyperion Place. We are aware of residents concerns over a potential risk of increased anti-social behaviour linked to this and are conducting regular checks of the area during shifts.

Any youths who are caught commiting offences or acting in an anti-social manner will be prosecuted if necessary or dealt with appropriately.

If you witness anti-social activity please contact Surrey Police and let us know so that we can deal with it there and then, and identify any offenders.

Profile: I joined Surrey Police in 2006 and was initially based on the response team at Reigate covering Epsom and the rest of East Surrey. I am now very happy to be the Neighbourhood Specialist Officer for Epsom and Ewell West.

I take a very pro-active and no nonsense approach to policing and enjoy being out on patrol and speaking to the public. As a result much of time will be spent out in the community which is where I can make the best use of my time and skills.

I am looking forward to working with my colleagues on the Safer Neighbourhood Team and am dedicated to reducing crime, tackling anti-social behaviour and resolving any local issues that are of concern and importance to local residents and businesses.

Profile: Hi there. My name is PCSO Chris Wright. I have been working for Surrey Police currently for 18 months as a Police Community Support Officer. When I started working as a PCSO I was covering North West Ewell working alongside PC Polo-Fernandez and PCSO Gemma Taylor, I have recently moved onto West Ewell where I will be working alongside PC Hearn.

I am a very approachable and easy going person, please don't feel apprehensive about coming and having a chat with me when you see me out and about on my routine foot patrols within the West Ewell area.

My aim within my role as a PCSO is to help the residents of West Ewell with any issues that they may have. Residents can contact me on the above number with any questions and if they require me to visit them on a one to one basis.

I am looking forward to the new challenge of getting to know my residents and look forward to meeting you at the up and coming Panel Meetings.

Neighbourhood Officers can also be contacted in person. You can visit the police station or office where we work from, or we are generally able to make home visits. Some officers run surgeries where you can discuss any issues.

All matters are treated with the utmost confidence.
