Actions taken on your neighbourhood priorities and general updates

You Said...We Did

You said... There is antisocial behaviour around the Rubus Close area in West End
We responded...by continuing to communicate with various residents both complainants and those alleged to be involved, in relation to the concerns about youths congregating at this location. We have visited the parents of one local male and since that time, the complaints have seemingly reduced.

We will continue to engage with the local youths and enforcement action will take place if necessary.
Having encouraged residents to report any antisocial behaviour to us, we have received calls, but I am glad to state that they are largely of a minor nature.


WEST END - OTHER NEWS:

Arrests
Following my last update, another local youth has been arrested in connection with a Theft from the BP garage. The neighbourhood team identified the youth from CCTV images and the arrest was made by our investigation team. He will be attending an intervention clinic. Two further youths are due to be interviewed.
A female has been charged with another theft at the same location and will be attending court.

Another male from West End has been arrested and is currently on bail in connection with two Make-Off offences. This has resulted from information gathered by residents and the neighbourhood team locating a vehicle at an address in the village.

Church yard damage
I am deeply saddened that there are individuals who see fit to cause damage to property about the Church Yard. This is a despicable crime and I would urge anyone with any information on who is responsible, to report this in order that they can be dealt with appropriately.

Street cautions
We have continued to patrol The Square during the evening and one female has been found at the location in possession of Cannabis. She was eligible for a Street Caution, if found again in these circumstances, she will be arrested.

Another Street Caution has been given to a male in possession of Cannabis following a vehicle stop on Red Road.

Thefts from vehicles
This week there have been a number of thefts from Motor Vehicles in the Village. These have occurred overnight. Please be warned once again to remove all property from your vehicles.

Speedwatch
The Ambleside Speedwatch Volunteers have been out in force regularly and have some alarming statistics of the number of vehicles speeding along the road. The neighbourhood team will now be supporting the Speedwatch with random enforcement taking place. Last week in a period of 20 minutes two vehicles were stopped by the neighbourhood team both were local residents. Hopefully they will pass on to others that we are about and enforcement may be taken if local residents repeatedly offend.

Neighbourhood Watch
Lastly, many households may have received a letter about Neighbourhood Watch. We are currently in the process of re-establishing some dormant watches and seeking new co-ordinators for these. The neighbourhood team will be attending meetings for the watches, to meet residents and explain are role within Surrey Police. We look forward to meeting those of you attending any of these forthcoming meetings.

You said... We Did

You told us... that anti-social behaviour occurs around Rubus Close in West End.
We responded... by concentrating our patrols in the area. We are also extending Neighbourhood Watch coverage in and around Rubus Close and have requested residents to keep a diary logging any anti-social behaviour incidents. A local male has been given a Section 59 warning in relation to anti-social driving.


West End
Following a theft from the BP garage in Guildford Road, West End, a male offender was identified, charged and found guilty at court. He subsequently received 12 weeks imprisonment for his crime. Two further suspects for a theft at the same location were identified and are due to be arrested. The garage is well covered by CCTV and the Safer Neighbourhood Team will work with the staff to identify any future culprits.

There have been a couple of reported thefts from vehicles in West End and I understand there may be others. I have also received similar reports in Lightwater where drivers have had items stolen from vehicles, even though there is no obvious sign of entry. I urge anyone who has been a victim of such a theft to report it to us so we can build up a full picture of where and when these offences occur.


Lightwater
We are pleased to say there are no current priority issues in Lightwater. However, we have been concentrating evening patrols on the Square where there are concerns about littering and minor damage. We have been speaking to local youths who, while not necessarily to blame for this, have been educated about the law. It should be pointed out that the majority of the area around Budgens is private property. Therefore if you have no reason to be there you are trespassing and may be asked to leave by shop staff.

Once again, for those enquiring about parking in the village - Surrey Borough Council recently conducted a parking review here. In short, the feedback received says there are no major issues and as such there will be no immediate changes or expenditure in the village concerning this. Anyone wishing to enquire about the double yellow lines, should contact Surrey Heath Borough Council's enforcement officers.


Arrests made in Surrey Heath drugs raids
On 24-25 June the Lightwater Safer Neighbourhood Team assisted in Operation Kingsville which saw 16 addresses raided in an attempt to disrupt the supply of Class A drugs in Surrey Heath. Eighteen people were arrested during the raids, the culmination of a 16 week intelligence-led operation involving more than 90 police officers and staff working alongside partner agencies such as the Surrey Drug and Alcohol Team and Surrey Heath Borough Council. The operation was a great success and demonstrates the determination of Surrey Police to eradicate the unlawful supply of such commodities.

You Said... We Did

You said... anti-social behaviour is occurring in the vicinity of Rubus Close, West End.
We responded... by making this a priority issue and conduction additional patrols in the area. If you have reason to report issues surrounding this matter, they will be made a priority for attendance.

I would like to remind everyone that we target anti-social behaviour involving vehicles, including bicycles, mopeds, mechanically powered scooters and mini-motorbikes. Your help with this is essential. Gathering evidence on individual vehicles can assist us in targeting specific locations at relevant times. Providing vehicle registration numbers, exact details of the manner of driving and the description/identity of the driver will greatly assist us.

Section 59 Police reform Act, 2002 considers the anti-social Use of motor vehicles, mopeds, go-peds or mini motor-bikes to be when they are driven without due care and attention or without reasonable consideration for others (contrary to section 3 Road Traffic Act, 1988), or are driven elsewhere than on a road (contrary to section 34 Road Traffic Act 1988), AND at the time were causing, or were likely to cause alarm distress or annoyance to others.

The DVLA do not consider go-peds, micro scooters, city bugs or mini-motorbikes suitable for use on the public highway. If they are used on highways or in a public place, they are classed as Mechanically Propelled Vehicles. Therefore owners and riders are subject to age restrictions, helmet regulations, driving licences and other traffic laws. In short, in their standard form these vehicles may only be used on private land.

The best principle is to report anti-social vehicle use to Surrey Police as it is occurring. Please ascertain as much detail as possible without putting yourself at risk.

This week one local male was reported for offences relating to riding an off-road vehicle on the highway. Another man frequenting West End was recently arrested in connection with anti-social driving. Having had his vehicle seized, five points were then added to his licence and he received a court fine. He now risks losing his licence if he re-offends.


Lightwater burglaries
I would like to draw your attention to three burglaries that occurred in Lightwater in the past month. On each occasion the properties were entered overnight, with intruders targeting motor vehicles and televisions. If you are disturbed at night, please check your property is in order (and any neighbouring properties, where possible). Passive InfraRed (PIR) light activations and vehicle noise may indicate that suspicious activity is occurring. I do not want to alarm you, but simply ask that you remain vigilant and assist us in catching the offenders.

Profile: I have been a Police Officer with Surrey Police for twelve years. I currently work alongside Police Community Support Officer Mike Mann. Much of my policing background has been in the field of investigation, however upon returning to work three years ago following the arrival of my first son, I decided to join the Surrey Heath Neighbourhood Team. Profile: My name is Mike Mann, I am one of your local PCSOs for the area and a Chartered Chemist with over 30 years experience in the International Chemical Industry. My previous PCSO posting was in Runnymede for over 4 years until April 2007, when I moved to Lightwater & West End. Should residents wish to meet local police and to discuss any local issues PC 2191 Worger will be in The Square at 10:30 on Saturday 25th September and Saturday 30th October. I will be in the village for an hour, please look out for me by the shops or library.

West End

PC 2191 Worger will be outside the shops in Gosden Road at 09:30 hours on Saturday 25th
September and Saturday 30th October 2010 should any residents wish to meet with her to discuss any local issues.
The neighbourhood team will also be present to speak to at the forthcoming West End Village Society meetings on Monday 13th September and Monday 8th November

All matters are treated with the utmost confidence.
