Summary

Former Police Constable Billy Sanders resigned from Surrey Police prior to the commencement of the misconduct proceedings. 

Former Police Constable Billy Sanders answered the following allegations:

It was alleged that on 22nd February 2025, whilst off duty attending a social event with a number of colleagues, the former officer used inappropriate and offensive language and exhibited inappropriate behaviour towards others who were present.

The allegations include the use of language perceived to be homophobic, racist, and misogynistic in nature.

Decision

The Chair of the proceedings, ACC Pete Gardner, determined that the allegations were proven at the level of Gross Misconduct and that the Standards of Professional Behaviour had been breached, namely in respect of Discreditable Conduct, Authority, Respect, and Courtesy, and Equality & Diversity.

Having regard to the seriousness of the proven gross misconduct, it was determined that the only outcome that would adequately reflect the standards expected of police officers and satisfy the objectives of the police misconduct regime would be dismissal without notice, had the officer still been serving.

The former officer shall therefore be entered onto the Police Barred List maintained by the College of Policing.
