Misconduct Hearing Outcome

On Friday 3rd July 2026, an Accelerated Misconduct Meeting was held for a former Surrey Police Officer, Louie Murphy.

Whilst off duty, the former officer instigated and engaged in a telephone conversation with an adult male whom he knew to have a sexual interest in children. During the call the former officer claimed to be a child and arranged to meet the male. The former officer was aware the male was in a public place and was touching his genitals during the call. They failed to report the incident or take any necessary safeguarding steps to protect the public.

The Chair found the case proven for Gross Misconduct and that the officer had breached the Standards of Professional Behaviour specifically Duties and Responsibilities and Discreditable Conduct.

The Chair determined that the former officer would have been dismissed, if still serving.

All members of Surrey Police are reminded to be diligent in the exercise of their duties and responsibilities and not to behave in a manner which discredits the police service or undermine public confidence.
