There is a need for transparency with regards to the decision making for Out of Court Resolutions, which are a range of options available to the police to use in certain cases as an alternative to prosecution. It is very important that the decision making process in relation to Youth Conditional Cautions, Youth Cautions, Youth Restorative Interventions (YRIs), Youth Deferred Prosecutions (YDP) Conditional Cautions, Checkpoint (including Checkpoint Plus), and Community Resolutions is deemed appropriate.
It is therefore seen as best practice to convene a panel of Criminal Justice decision makers to review disposals. The intention is to build and maintain confidence for local criminal justice stakeholders and the general public.
To assist in deciding if an offender can be dealt with by use of an Out of Court disposal, reference is made to the following NPCC guidance documents:
